Cleaning is a high-headcount business. A £300,000/yr plumbing company might have 3 vans. A £300,000/yr cleaning company might have 15-20 part-time cleaners. When software charges "per user" or limits you to 15 users before charging £23 per extra head, cleaning companies get punished for growing.
